Palestinian and Egyptian officials have indicated that the discussions are concentrating on "creating the field conditions" for a possible exchange that would see the liberation of all captured Israelis in return for a quantity of detained Palestinians.
The group stated it consents to the peace plan proposals to some extent, but has not responded to several essential conditions - particularly its weapons surrender and future role in Gaza.
The government official said on Saturday that he anticipated declaring the freeing of captives "shortly"
Conflict Timeline
The negotiations, which will involve regional and international officials holding shuttle meetings with representatives from both the conflicting parties separately, come on the eve of the second anniversary of the military operation on border communities on October 7th, in which approximately 1,200 people were lost their lives and 251 individuals were captured.
The armed forces launched a campaign in Gaza in retaliation. From that point, 67,160 have been lost their lives by defense force actions in Gaza, according to the area's Hamas-run health ministry.
Proposal Framework
The comprehensive proposal, which has been approved by American leadership and Israeli officials, outlines an quick halt to combat and the liberation of 48 captives, only a portion are thought to be alive, in compensation of hundreds of detained Gazans.
The plan stipulates that once both sides accept the plan "humanitarian support will be quickly dispatched into the conflict zone"
It also states that Hamas would have no involvement in administering the territory, and it allows for an independent Palestinian nation.
Recent Developments
Recently, Hamas responded to the proposal in a statement, in which the group agreed "to free all captured individuals, both surviving and deceased, in accordance with the exchange formula outlined in the US initiative" - if the proper conditions for the swaps are fulfilled.
It did not specifically mention or endorse the detailed initiative but said it "reaffirms its commitment to relinquish the management of the Palestinian territory to a Palestinian body of professionals, based on local agreement and Arab and Islamic support"
The announcement made no mention of one of the crucial requirements of the initiative – that Hamas accept its military demobilization and to ceasing political participation in the administration of Gaza.
Regional Reactions
Local residents characterized the group's reaction to the peace plan as unexpected, after an extended period of signals that the faction was likely to refuse or at least significantly qualify its acceptance of the US framework.
Instead, Hamas refrained from including its established limits in the official statement, a decision many interpret as a evidence of international influence.
European and Middle Eastern representatives have supported the initiative. The governing body, which governs parts of the Palestinian territories, has characterized the American initiatives as "sincere and determined"
